Packaging Law Implementation Act passed: producers under pressure

From 12 August 2026, stricter packaging regulations will apply to retailers and producers. On February 11, 2026, the German Federal Cabinet approved the Packaging Law Implementation Act (VerpackDG), thereby enacting the EU Packaging and Packaging Waste Regulation (PPWR) across Germany. Consequently, three major adjustments to producer obligations will ensue.

Right to repair adopted: EU directives expand producer obligations

On 31 July 2026, producer responsibility will be greatly expanded by the implementation of EU Directive 2024/1799. The new ‘right to repair’ is primarily intended to promote sustainability goals but also claims increased obligations for producers of technical devices. Affected products include household appliances (washing machines, dryers, dishwashers, refrigerators), electronic displays, smartphones, telephones, tablets, vacuum cleaners, servers, data storage devices and welding equipment.

CLP labelling & packaging – Optimised ECHA standards

According to the European Chemicals Agency (ECHA), manufacturers, importers, downstream users and distributors, as well as producers and importers of certain specific products, are obliged to inform other actors in the supply chain – including consumers – about all identified hazards. This applies to cleaning and disinfecting agents, paints, varnishes, coatings and sprays, adhesives, sealants, resins and foams, solvents, thinners and degreasers, lubricants, oils and technical greases, technical chemicals and additives, laboratory chemicals and gases, products in containers, refill packs or kits, explosive substances and mixtures.
