As reported by table.media, the proposal to postpone the EU rules against deforestation (EUDR) by one year is making progress (trade-e-bility reported: EUDR deforestation regulation will be postponed?). Representatives of the Member States could vote on it by the end of October, possibly as early as 23 October 2024, and Parliament could follow in November if an urgency procedure is used in which the plenary votes directly. According to trade-e-bility information from circles involved, this could be on 19 or 20 November 2024. The EU Commission's proposal has met with broad approval, and if Parliament and the Council do not demand any substantial changes, the negotiations could be concluded quickly. The original start date of the EUDR was 30.12.2024, by which time the postponement is to be finalised.
The EU Council already agreed on 16 October 2024 to postpone the date of application by 12 months. Provided that the European Parliament also agrees, the obligations arising from the Regulation would therefore apply as follows
- from 30 December 2025 for large market participants and sellers
- from 30 June 2026 for micro and small enterprises
Next steps: The Council will now forward its position to the European Parliament so that it can also adopt its own position. The aim is for both legislators to formally adopt the amended regulation. It will then be published in the Official Journal of the EU in order to enter into force before the end of the year.
